夏季是一個緊張的農忙季節,我省第二季度在農業生產上的主要工作是:各級斡部全力深入生產,繼續做好各項春耕準備,完成小春收穫,為突擊大春栽種而努力。四月初至五月,全省陸續由結束土改複查、動員參軍等工作轉入全力領導生產。先後成立了各級生產辦公室,統一了領導,地專機關召開了縣書縣長聯席會議,各縣分別召開了幹部會、代表會,討論和佈置了生產工作。由省到專縣,都組織了力量,派出工作組、工作隊下鄉。大部專縣學習了中共中央關於農業生產的三大文件,對領導和深入生產有極大的推動作用。一般是轉的早、轉得好的掌握穩,比較主動,成績也較大;轉得慢、轉得倉促的急於趕上,工作被動、成績也較差。專級及大部份縣的領導幹部思想較明確,抓的緊,鄉斡部想換班的多,有些鬆勁。經過反覆動員,一般幹部逐步趨於
