I. Shareholding System is an Effective Realization of Public Ownership The realization of public ownership refers to the mode of operation or organization of public assets. It is the embodiment of the possession of means of production at the micro level of society. At present, our country is still in the initial stage of socialism with a low level of productivity. We must find the most suitable system of ownership according to the actual level of productive forces. Joint-stock system can make public ownership and market economy effectively combine to meet the practical needs of the development of productive forces in our country. Not the more the state-owned economy, the more concentrated the better. We must not depart from the current development of the productive forces and pursue the one-and-one pursuit of “one big, two public and three plans”
