National Safety Production Committee held a seminar on assessment of major combustion and explosion hazard sources in Chengdu, Sichuan Province from May 27 to May 29, 1991. National Security Commission Office, Sichuan Provincial Security Office, the Chinese Academy of Engineering Physics, the relevant leaders, the National Security Fire and Explosives expert group and the expert group of 17 experts attended the meeting. The meeting first conveyed Comrade Zou Jiahua, vice premier of the State Council and director of the National Production Safety Commission, instructing the country on safe production and analyzed the reasons for the explosion accident at a chemical plant,
