作者认为,改革以来我国农村基层乡镇政权建设存在党政关系尚未理顺、以政代企现象严重、条块矛盾突出、政府和人民代表大会社会功能发挥不够充分、机构膨胀、干部素质较差、法制环节存在空档、工作效率低下、干群关系紧张等方面的问题。这些问题的解决有待于深化改革,改革的关键是加强农村基层政权的建设。
The author believes that since the reform, the relationship between party and government in rural grassroots towns and towns has not yet been straightened out. The phenomenon of substituting for government and enterprises is serious, the conflicts between the two are prominent, the social functions of the government and people’s congress are not fully demonstrated, the institutions are expanded, There are gaps in the legal system, work efficiency is low, tensions between cadres and other issues. The solution to these problems needs to deepen the reform. The key to the reform is to strengthen the building of rural grass-roots political power.
