随着改革开放和市场经济的深入发展,要最大限度地调动干警积极性,增强凝聚力,提高战斗力,以适应新形势下公安工作的需要,就必须正视并改革传统公安体制中的弊端。公安机关是各级政府的一个职能部门,要按照党中央、国务院统一部署,做好自身的改革工作。根据城市公安局的实际情况,笔者认为,在体制改革中,应注意做好以下几方面工作:
With the deepening of reform and opening up and market economy, we must face up to and reform the malpractices in the traditional public security system in order to mobilize the enthusiasm of police officers to the maximum extent, enhance cohesion and improve combat effectiveness to meet the needs of public security work in the new situation. The public security organs are a functional department of all levels of government and should make their own reforms in accordance with the unified arrangements of the Party Central Committee and the State Council. According to the actual situation of the Urban Public Security Bureau, I believe that in the system reform, we should pay attention to the following aspects:
