我代表前一个阶段航运航建专业小组,把本组讨论中各方面发表的意见综合汇报如下。因为各方面的意见比较多,返复讨论的时间也长,我们在整理工作上可能有许多疏忽之处,或者不够全面,请大家原谅和指正,但在总的内容方面,可以分为三个问题向大会汇报。一、关于大坝枢纽建成后坝下一段航道存在的问题及其改善措施方面的意见问题的焦点在于大坝电站日调节的影响。有些代表认为电站日调节对航运影响并不太大,航运部门的代表则认为影响很大。认为影响不大方面的意见是:(1)三峡四大名滩在大坝枢纽上游,大坝以下的几个滩险只不过
