“函”的适用范围的演变比较曲折复杂,大体上经历了由“不相隶属机关之间单一的横向行文”,到较长时间混乱无序的“上下左右的多向行文”,最后定型到“不相属隶机关之间多功能的平向行文”的过程。但时至今日,许多公文写作书籍关于“函”的论述中还有着不同时期的烙印。因此,“函”的规范使用成为了公文写作实践和公文学理论研究中亟待解决的难点问题。
The scope of application of “Letter” is rather complicated and complicated. It has generally experienced a series of “multi-directional lines” ranging from a single horizontal line between unaffiliated agencies to a chaotic and disorderly one for a long time, and finally shaped to “Do not belong to the multi-functional flat between the authorities and agencies” process. Today, however, there are still many different periods in the writings of many official documentaries on letters. Therefore, the normative use of “letter” has become a pressing issue urgently to be solved in the practice of writing documents and the study of the theory of official documents.
