引进国外先进技术一直是我国政府利用外资的重要目标。八十年代中后期以来,我国政府为鼓励在引进外国资本的同时引进国外先进技术,提高利用外资项目的技术含量,曾提出了“以市场换技术”的战略方针,近年来,面对大量洋牌洋货冲斥国内市场,名牌国货市场份额纷纷被洋货挤占,外商垄断有关行业,致使国内相关行业的国有企业面临生存危机,于是许多学者倍感我们陷入了“让了市场”而“没有换到技术”的难堪境地。因此,如何正确评估10多年来“以市场换技术”方针的实践业绩,事关此战略方针的进一步有效操作和利用外资水平与质量的进一步提高。
The introduction of advanced foreign technologies has always been an important goal of our government to utilize foreign investment. Since the middle and late 1980s, our government has put forward the strategic principle of “changing markets with technology” in order to encourage the introduction of foreign advanced technologies and improve the technological content of foreign investment projects. In recent years, A large number of foreign brands rebuke the foreign market, brand-name domestic market share have been squeezed foreign goods, foreign monopoly of the industry, resulting in the domestic state-owned enterprises related industries are facing a crisis of survival, so many scholars feel we are caught in the “No change to technology ” embarrassing situation. Therefore, how to correctly assess the actual performance of the “market-for-technology” policy in the past 10 years and further enhance the level and quality of the further and effective operation of this strategic guideline and the utilization of foreign investment.
