1996年5月11日至18日,应南非总统曼德拉邀请,受江泽民主席委派,以电子工业部胡启立部长为团长的中国政府代表团,赴南非参加了“信息社会与发展”部长级会谈。该会议是全球信息化建设进程中一个十分重要的国际会议,有40多个国家派出政府代表团、18个国际组织派出代表,近千人参加了会议。中国政府代表团一共15人,由电子部、外交部、邮电部、计委、科委、广电部、科学院、航天工业总公司、国家信息中心、国务院信息办的代表组成。在大会部长级会议上,胡启立部长代表中国政府就中国对全球信息化建设的有关问题,作了重要发言。 本刊登载的是发言全文。
From May 11 to 18, 1996, at the invitation of President Nandh Mandela of South Africa, a delegation of the Chinese government led by President Jiang Zemin and headed by Minister Hu Qili of the Ministry of Electronics Industry went to South Africa to attend the ministerial level of “Information Society and Development” talks. The conference was a very important international conference in the process of global information construction. More than 40 countries sent government delegations and 18 international organizations, nearly 1,000 people attended the conference. A total of 15 Chinese government delegations are composed of representatives from the Ministry of Electronics, Ministry of Foreign Affairs, Ministry of Posts and Telecommunications, Planning Commission, Science and Technology Commission, Ministry of Radio and Film, Academy of Sciences, Aerospace Industry Corporation, State Information Center and Information Office of the State Council. At the ministerial meeting of the General Assembly, Minister Hu Qili made important speeches on behalf of the Chinese government on the relevant issues concerning China’s global information construction.
