党的十五届五中全会确定,“十五”期间,我们要以发展为主题,以结构调整为主线,以改革开放和科技进步为动力,以提高人民生活水平为根本出发点,全面推进经济发展和社会进步。在各项工作中,不改革,不进行体制创新,很多问题的解决没有出路。20多年的改革实践,为我们进一步深化改革创造了很好的基础。继续推进改革,难度会更复杂。我们必须拿出一往无前的勇气,在体制创新方面取得重大的进展,绝不能有畏难情绪。在新的世纪,可以肯定地说,继续深化改革和扩大开放是不可逆转的历史趋势。因此,我们要认清“十五”期间的改革形势和任务,坚定不移地将改革进行到底。

Therefore, we must clearly recognize the reform situation and tasks during the 10th Five-Year Plan and unswervingly carry it through to the end.
