Since the implementation of the tax-sharing financial system, Deyang Finance has been deepening reforms and strengthening financial management with remarkable achievements. The city’s total financial revenue increased from 1.2-3 billion yuan in 1994 to 2.5-8.8 billion yuan in 1998, doubling its four-year period by 20-2% annually. The city’s fiscal expenditure has risen from 8-6 in 1994 100 million yuan to 1.5-8 billion yuan in 1998,
