教育是一个民主国家发展与振兴的强大基础这一理念早已被广泛接受。在南非 ,由于历史原因形成了地域间、种族间经济发展的极度不平衡 ,而这一贫富悬殊的情况反映在教育上则是受教育权的不充分性。南非宪法法院以格如特布姆案为依托 ,认为政府应对教育现状负违宪责任 ,同时确认了充分受教育权这一宪法原则 ,要求政府给每个公民提供平等的受教育机会和充分的教育条件与内容 ,以便推动南非教育制度的进一步完善。
The idea that education is a strong foundation for the development and rejuvenation of democracies has long been widely accepted. In South Africa, due to historical reasons, there has been an extreme imbalance in the development of inter-regional and inter-ethnic economies. The disparity between the rich and poor is reflected in the inadequacy of education in education.
