随着经济发展和社会进步,农民工冲破传统的城乡分割的二元式就业格局。自发地向城市流动就业,并且规模迅速壮大,出现在各个产业,乃至城市的各个角落。而由于城市接纳、以至服务的机制和制度建设、法制建设还远远没有到位。处于弱势地位的农民工的权益保障便难以得到很好的落实。时至今日,包括拖欠工资、劳动保护、安全卫生条件、歧视农民工、随意解雇等侵犯农民工权益的现象依然严重。善待和平等对待农民工,就是要从总体上切实保障农民工合法权益,杜绝侵害农民工合法权益行为的存在,在全社会形成尊重、保护、关心农民工的良好氛围。
With economic development and social progress, migrant workers break through the traditional dual employment pattern of urban-rural division. Spontaneously migrate to urban areas for employment, and the rapid expansion of the scale occurs in all industries and even in all corners of the city. However, because of the city's acceptance and even the construction of mechanisms and systems for service, the building of the legal system is far from adequate. The protection of the rights and interests of migrant workers in disadvantaged positions can hardly be well implemented. Today, the phenomenon of encroaching upon migrant workers' rights and interests, including wage default, labor protection, sanitation and hygiene conditions, discrimination against migrant workers, and arbitrary dismissal, remains serious. To treat peasant workers with kindness and equality is to ensure the legitimate rights and interests of peasant workers in general and put an end to the infringement of the legitimate rights and interests of peasant workers, so that a good atmosphere of respect, protection and care for peasant workers will be formed in the whole society.
