依据《工程建设项目招标范围和规模标准规定》(国家计委令2000年第3号)规定,小流域综合治理和坡改梯工程只要批复投资超过200万元人民币就必须招标。但在实际工作中,由于水土保持建设工程的特殊性,存在批复资金不能全部到位、设计深度不够、实施中存在协调等问题,致使建设单位经常难以保质保量完成建设任务。为了使水保工程招投标及招标后工程顺利实施,笔者分析了水土保持工程招投标存在问题,提出了参考性建议。
Pursuant to the Regulations on Scope and Scale of Bidding for Construction Projects (State Planning Commission Decree No. 3 of 2000), the comprehensive management of small watersheds and the project of slopes and stairs alteration must be tendered as long as the approved investment exceeds 2 million yuan. However, in actual work, due to the particularity of soil and water conservation construction projects, there is not enough funds for approval, inadequate design depth and coordination in implementation, which in turn makes construction units often difficult to complete construction tasks with the quality and quantity assured. In order to make bidding for water conservancy project and the successful implementation of the project after bidding, the author analyzed the existing problems of bidding and bidding for water and soil conservation project and put forward reference suggestions.
