《意见》认为,促进医疗保险参保人员充分利用社区卫生服务,对保障参保人员基本医疗,提高医疗保险基金使用效率具有重要意义。《意见》指出,要积极将符合条件的社区卫生服务机构纳入定点范围。要根据当地政府制定的社区卫生服务发展规划,随着医疗保险覆盖面的扩大,积极扩大社区卫生服务机构定点范围。允许各类为社区提供基本医疗服务的基层医疗机构(包括社区卫生服务中心和社区卫生服务站,以及门诊部、诊所、医务所(室)等机构)申请医疗保险定点服务。
