十五大报告作为我们党带领全国各族人民迈向新世纪的政治宣言和纲领，在所有制问题上有重大突破。主要体现在将公有制为主体、多种所有制经济共同发展作为一项基本经济制度；扩展了公有制经济内涵；明确了公有制主体地位体现在质上：国有经济主导地位体现在控制力上；公有制实现形式可以而且应该多样化，以及非公有制经济是我国社会主义市场经济的重要组成部分等十个方面。全面、正确认识这些突破对调整和完善所有制结构，深化经济体制改革有重要意义
