一十多年来,金融系统在招收人员的工作中,普遍存在着“近亲就业”的倾向,形成了“金融圈内一家人”。据某市一家银行的调查,全行572名干部职工中,在一个单位工作有亲属关系的就涉及到103人,占18%,而在一些基层营业单位,有亲戚关系的人甚至超过了一半(见《江苏农村金融》1990年第6期)。这个数字还仅仅是指三代血亲并在一个单位工作的,而在全市系统有一般概念亲戚关系的,就必定大大超过这个比例了。完全可以说,近亲就业的倾向会抵消亲属回避制度的作用。无须讳疾忌医,金融系统掌权的各级干部未能严以律己,以各种合法的名义,安插子女亲属,是导致近亲就业泛滥的重要原因。一些
