党的十七大报告明确指出,必须站在国家安全和发展战略全局的高度,统筹经济建设和国防建设,在全面建设小康社会进程中实现富国与强军的统一。贯彻落实这一重大战略思想,必须牢固确立科学发展观的指导地位,始终坚持国防建设与经济建设协调发展的方针,发挥双重领导优势,积极履行新的历史使命,不断加强军民结合、寓军于民的国防动员机制建设,努力把国防后备力量锻造成为一支听党指挥、服务人民、英勇善战的精兵劲旅。
