事业单位不仅仅是给我国提供公共服务甚至行使部分政府职能的重要公共服务部门。而且,它也是我国大量的人才所聚集的主要地方。同时,也是促使我国经济可持续发展的主要部门。目前,我国正在逐步地过渡到社会主义市场经济,所以,我国的事业单位也需要改革,而人力资源管理改革是改革的核心。我国的事业单位人力资源管理是在传统的计划经济体制下转变而形成的,并一直采取党政机关的管理形式,它管理的思想以及管理的方式都难以适应事业单位在现在经济形势下进行发展。现在的时代是知识经济时代,国家与国家之间的竞争特别的强,也就是国家与国家之间人才的较量。所以,人力资源管理和开发就显得尤为得重要。
