责任政府——现代民主发展的结果,是现代民主政治基本价值理念,也是社会主义政治文明建设应有之义,理当成为我国各级政府追求的行政目标,加强行政首长问责的制度建设也正成为行政改革和社会政治文明发展中的重要内容。随着行政首长问责制先行探索,其在实践中适应新常态、迈出新步伐,取得新成效,但也暴露出一些困境和缺陷,在具体实践中缺乏可操作性。本文将从行政首长问责制概念内涵、行政首长问责制实践误区、行政首长问责制制约发展因素分析、“行政首长问责制”构建完善等四个方面予以探析。
