《中共中央、国务院关于加速科学技术进步的决定》(以下简称《决定》),是全面落实邓小平同志“科学技术是第一生产力”指导思想的重要战略措施,是推动我国科技进步的纲领性文件。认真贯彻《决定》,对于加强和发挥首都城市的功能和作用,大幅度提高生产力水平,促进社会繁荣进步,不断改善城乡人民生活,建设现代化国际城市,具有极其重要的意义。为此,市委、市政府提出如下贯彻意见:
