在村级治理中,民主选举、民主决策、民主管理和民主监督是相互联系的统一整体,公开贯穿于“四个民主”实施的过程中,尤其是通过民主选举产生村民委员会之后,村务公开、民主管理就成为村级治理的重要内容,同时也构成农村基层民主政治建设的基础。本文从村务公开的意义出发,阐述村务公开的主要内容及村务公开的组织实施,最后着重探讨村务公开的基本要求。
In village-level governance, democratic election, democratic decision-making, democratic management and democratic oversight are interrelated and integrated entities that are openly implemented throughout the process of implementation of the “Four Democracies.” Especially after village committees are democratically elected, the village To be open and democratic management has become an important part of village-level governance and at the same time forms the basis for the construction of democratic politics at the grass-roots level in rural areas.
