Case Study: During the spring of 2009, a number of villagers such as Wang San of Jiazhen Town, Liaocheng City, Shandong Province, found the town credit cooperatives to apply for an agricultural loan due to the lack of funds for the purchase of fertilizers. Li Si, director of the credit cooperatives, claimed that he had several hundred American-made bags of diammonium, can be issued to them in the form of loans. In March 2009, Li Si sold 452 bags of chemical fertilizer to 38 villagers at a price of 150 yuan per bag, and credit union staff then processed the loan procedures for the villagers who purchased the fertilizer. Hopeful villagers bought the chemical fertilizers back into the fields, but when other wheat and corn grew young seedlings, the villagers found that the crop seedlings were yellowish and some were gradually withering.
