当前人武部面临许多困难和问题,特别是经费紧张、债务沉重是制约人武部发展的一个主要因素。因此,急需增强人武部的造血功能。要解决好这个问题,就要做到“三个必须”。 一、必须坚持两条腿走路。 人武部收归后,经费供应渠道实行了军供标准、地补不足的方式。因此,首先要管好用好标准经费;其次,通过努力工作,争取地方政府的支持,将人武部纳入地方城市建设规划,将民兵事业费纳入地方财政预算。 二、必须坚持实行多种经营。
The current armed forces department faces many difficulties and problems, especially the shortage of funds and heavy debts, which are one of the major factors restricting the development of the armed forces. Therefore, there is an urgent need to enhance the hematopoietic function of the People’s Armed Police Department. To solve this problem, we must achieve the “three musts.” First, we must adhere to two legs to walk. After the reorganization of the Ministry of People’s Armed Forces, the funding channels for the implementation of the military for the standard, not enough to fill the way. Therefore, we must first manage and make good use of standard funds. Secondly, through hard work and striving for the support of local governments, we should include the People’s Armed Forces Department in the planning of local urban construction and include the militia service expenses in the local budget. Second, we must adhere to the implementation of a variety of management.
