随着建筑业的发展,城乡各类建筑队伍不断涌现,其中有些建筑队伍的大部分工人是临时从劳动市场上招集来的,没有经过上岗前的技术培训,素质差,施工质量低劣。一些不法国营建筑公司把通过招标承揽来的工程层层转包,从中渔利,使建设单位蒙受巨大损失。如机电部秦皇岛某直属研究所的建设项目就是其中一例。一栋9000m~2的科研楼,为7层与8层两部分组成的现浇钢筋混凝土框架结构,在捣制2层楼板头4天内,接连发生三次较大的质量事故,而前两次竟没有引起施工单位的重视,直到第三次捣制楼板梁坍塌被建设单位领导发现后,才得以制止,最后不得不把已捣制完的380m~2楼板全部砸
