本文结合苏州规划区现有水井、供水管网,在水文地质条件研究、苏锡常地面沉降模型建设的基础上,提出黄色、橙色、红色三级预警系统的构思,分别应对不同级别的应急事件、供水规模,提出各级应急供水规划建议。在此基础上进行地下水水流与地面沉降模拟。模拟结果表明,除了黄色预警系统外,其它级别都将引发不同程度的地面沉降。为降低地面沉降风险,文中还建议应急预案各级别应设置相应的启动权限。
