当前,企业产业结构和组织结构调整中产生的富余人员,包括劳动生产率提高产生的富余人员,“关停并转”单位整体富余的人员,专业化重组产生的富余人员,精简机构,严格定编定员、竞争上岗产生的富余人员等,采取协议解除终止劳动合同、同时给予适当经济补偿补助的途径实现减员,即通常说的“买断工龄”。 而减员增效政策性强,涉及到广大职工的根本利益,所以企业在减员增效,即“买断工龄”的工作中应坚持三个把握:
