在地方政府债务问题成为市场关注焦点的大背景下,本文通过分析地方债务和政府行为的现状认为市政债体系的建设有助于解决目前我国的地方债务问题,并总结了各发达国家市政债体系的特征,为我国市政债的发展方向提供了参考和借鉴。最后本文在就我国目前地方债的发展路径进行讨论的基础上,对我国市政债的发展过程中所需解决的问题和应采取的方式提出了建议。
