This paper bases on the problems existing in the investigation and appraisal of the mountain torrent disaster in Shanxi Province and discusses the ideas and suggestions for building an efficient financial management mode in order to provide the necessary preconditions for the overall project safety and the fund safety and provide a powerful guarantee for the project fund management.
