1982年8月,河南商丘地区建委在工会办公楼工地检查工程质量时,发现了一批没有型号和制作日期标志的预应力混凝土多孔板。这种构件,既用在楼面上,又用在屋面上。楼面和屋面的设计荷载往往是不一样的,若错用了多孔板,会因受力主钢筋不足,引起楼板断裂,进而造成房屋倒塌事故的发生。这个情况引起了建委的警觉,随即组织设计、施工、建设等单位的有关工程技术人员,对该工程进行了认真检查。这是一幢三层的砖混结构,建筑面积1347米~2。该楼房除用作办公外,还设有乒乓球室、教室、会议室等,其中会议室的开间是4.2米,跨度6.6米,二、三层楼面设计用420×60×11cm的二级预应力钢筋混
