Market-oriented, is the fundamental development of science and technology service industry. The technology transfer service has the typical characteristics dominated by the government. The lack of marketization of science and technology transfer has become the short board for the development of China's science and technology service industry. Only by filling this short board can we truly serve the scientific and technological innovation and industrial upgrading of our country. The Ministry of Science and Technology research report shows that the total amount of science and technology human resources in China is about 57 million and the total number of R & D personnel has reached 3.54 million, ranking first and second respectively in the world. According to the estimation of the Ministry of Science and Technology, China has achieved 30,000 state-level major scientific research achievements each year
