I. Introduction Since the reform and opening up, China’s economy has enjoyed rapid growth and has become the second-largest economy in the world. However, the irrational and rapid economic growth has created such problems as imbalance, uncoordination and unsustainability in the current development. While pursuing unilaterally the mode of development of speed and quantity, it has become unsustainable. The transformation and upgrading and structural adjustment have become the key measures for the healthy and sustained development of our economy. At present, our country is in a crucial period of accelerating the restructuring and upgrading of the economy.
