中国在通过引入稀缺高级生产要素获得快速发展之后,面临着开放战略的转型升级。中国需要从要素引进阶段向要素培育阶段升级。本文以企业的创新过程为例,通过构建包含创新投入、创新产出和最终产出的联立方程模型,对中国高技术产业内技术要素培育过程这一“黑箱”进行了初步的分析和量化研究。研究表明,内资企业在创新投入强度上显著强于外资企业,在创新效率上与外资企业没有显著区别,而在创新成果的市场转化上则要显著弱于外资企业。市场化程度的提高能够有效地促进企业的创新,政府机构的研发资助对创新有一定的正面影响。
After China has achieved rapid growth through the introduction of scarce high-level production factors, China faces the transformation and upgrading of its open strategy. China needs to upgrade from the introduction phase to the element cultivation phase. Taking the innovation process of an enterprise as an example, this article makes a preliminary analysis of the “black box” of cultivating technical factors in China’s high-tech industry by constructing a simultaneous equation model that includes innovation input, innovation output and final output And quantitative research. The research shows that the domestic-funded enterprises are significantly stronger than the foreign-invested enterprises in the intensity of innovation investment, and there is no significant difference in the innovation efficiency with the foreign-funded enterprises, while the market transformation of the innovation achievements is significantly weaker than the foreign-funded enterprises. The improvement of marketization can effectively promote the innovation of enterprises, and the R & D funding of government agencies has a certain positive impact on innovation.
