“十一五”期间长春市县域突破取得重大进展。“十二五”期间,要继续深入推进县域整体的全面突破和发展。针对长春市县域突破和发展的矛盾与问题,要以科学发展观为统领,进一步科学定位、合理布局;要创新体制机制;全面构建县域突破和发展的支撑体系;要培育内生动力,提升核心竞争力;要统筹城乡经济社会发展一体化格局;还要发展循环经济,保护生态环境。
“Eleventh Five-Year ” during the breakthrough in Changchun County made significant progress. During the 12th Five-Year Plan, we will continue to push forward the overall breakthrough and development of the entire county. In order to solve the contradictions and problems in the breakthrough and development of the county in Changchun City, we must take the scientific outlook on development as the guideline, further scientific positioning and rational distribution; we must innovate the institutional mechanisms; fully construct the support system for the breakthrough and development in the county area; and cultivate endogenous motivation and enhance the core Competitiveness; we must make overall plans for the integration of urban and rural economic and social development; we must also develop a recycling economy and protect the ecological environment.
