“港股直通车”是中国外汇管理当局放松资本流出管制的改革试点,它体现了“藏汇于民”的改革思路。透过“港股直通车”这种具体形态,我们需要思考的具有一般性的问题是:如何使放松管制达到预期的政策效果;如何认识和控制放松管制的潜在风险。
“Hong Kong stock through train ” is a reform pilot for the relaxation of capital outflow control by the Chinese foreign exchange administration authorities, which reflects the reform mentality of “possession of foreign exchange in the people ”. The general questions that we need to think about are: how to make deregulation the desired policy effect; and how to recognize and control the potential risks of deregulation.
