伟大的列宁、共产党不止一次地着重指出,经常地改善国家机构工作,对提高社会主义经济具有重要意义。根据党和政府最近时期的指示,实行了一系列改善国家机关活动的措施,以便更具体地和更有效地领导经济。在苏联社会主义经济各个部门的发展中,在劳动者的物质和文化水平不断增长中,成为国家机关组成部分之一的国家银行有着很大的作用。一九五四年八月苏联部长会议和苏共中央委员会通过的「关于苏联国家银行的作用与任务」的这项决议,是共产党和苏联政府对加强国家经济的货币、信用银行监督作用关心的明显表现。这项决议要国家银行负起巨大的任务:对社会产品的生产、分配和流通计划、积累计划的完成过程以及正确使用流动资金加强卢布监督,以便进一步增强我们苏联国家的力量。
The great Lenin and the Communist Party have pointed out on more than one occasion that the constant improvement of the work of state organs is of great significance to the enhancement of the socialist economy. According to the instructions of the party and government in the most recent period, a series of measures have been put in place to improve the activities of state organs so as to lead the economy more specifically and effectively. In the development of all sectors of the socialist economy in the Soviet Union, the national bank, which is an integral part of the state apparatus, has a great role to play in the constant growth of the material and cultural standards of the workers. The “Resolution on the Role and Tasks of the National Bank of the Soviet Union” adopted by the Soviet Council of Ministers and the Central Committee of the CPSU in August 1954 is of concern to the Communist Party and the Soviet government for supervising the strengthening of the national economy as a currency and a credit bank Obvious performance. The resolution required the National Bank to take on a tremendous task: to plan the production, distribution and circulation of social products, to accumulate the plan’s completion process, and to properly use liquidity to strengthen the supervision of the ruble so as to further enhance the power of our Soviet state.
