依法行政是建设法治政府的核心,依法理财是依法行政的重要组成部分,是进一步完善公共财政体系的内在要求。“五五”普法期间,各级财政部门全面贯彻落实依法治国基本方略,从制度建设、组织建设、人员素质提高等方面着手,不断完善财政法律制度体系,各项财政工作基本实现制度化和规范化;着力健全行政权利运行规则,财政执法行为逐步规范;加大财政法制宣传教育力度,财政工作的公开性和透明度进一步提高,依法行政依法理财取得了明显的成效。
