构建“和谐社会”要求政府治理变革也即政府转型。政府转型与社会转型密不可分,其关系应是良性循环互动关系。围绕构建“和谐社会”,必须从转变政府职能、改革与创新公共服务提供方式、树立并强化政府“大服务”理念、深化社区管理体制改革、大力培育和发展公民社会等多维度推进政府转型。
Building a “Harmonious Society” requires that the government govern the change, that is, the government transformation. The transition of the government is inseparable from the social transformation, and its relationship should be a virtuous cycle of interaction. In order to build a “harmonious society,” it is necessary to promote the transformation of the government from the perspective of transforming government functions, reforming and innovating public service delivery methods, establishing and strengthening the concept of “big service” of the government, deepening the reform of community management system, and vigorously nurturing and developing civil society.
