党的十四届五中全会通过的《建议》中,通篇显现出一个鲜明特点,即切实转变经济增长方式,提高经济整体素质和效益。这是在全面分析我国社会经济发展现状及其客观趋势的基础上作出的重大决策。认真学习和深刻领会《建议》的这一基本精神,积极地付诸实践,我国经济建设必将开创出新的局面,顺利实现未来15年的奋斗目标。
Throughout the “Proposal” passed by the Fifth Plenary Session of the 14th Central Committee of the Party, a distinctive feature has been shown all along: effectively transforming the mode of economic growth and raising the overall quality and effectiveness of the economy. This is a major policy decision based on a comprehensive analysis of the current status of social and economic development in our country and its objective trends. Conscientiously study and profoundly understand this basic principle of the “Proposal” and actively put it into practice. China’s economic construction will surely create a new situation and successfully achieve the goal of the next 15 years.
