1928年至1932年,受党中央、周恩来的派遣,贺龙、周逸群领导的红二军团在监利建立了湘鄂西苏维埃政权和工农革命武装。他们不仅在这块红色的土地上领导人民浴血奋战,建立了巩固的农村革命根据地,同时也为湘鄂西苏维埃根据地文化教育事业的发展树立了一座丰碑。5年时间里,中共湘鄂西省委、省苏维埃政府及监利县委、县苏维埃政府共开办以扫盲为重点的成人学校、贫民学校、工农夜校、列宁图书室、妇女扫盲班、训练班239所(个).培训学员14440余人。为红军培训干部2600余人。
