报载,陕西省延长县郑庄镇人民政府只有40名干部,却举债建起一座办公大楼。办公室超过80间,并有120万元工程款没有还清。为了偿还欠款,郑庄镇要求每个村在镇政府租一间房子作为“办事处”,租金10万元。在这之前,实在是没有听到过一个个的自然村要在乡镇设立“办事处”的事情,似乎就是在经济快速发达的地区,也没有发现村在乡镇设立的“办事处”。由此,不得不佩服郑庄镇的“大手笔”、“大创新”、“大眼光”。实际上,郑庄镇的做法除了假以“办事处”的名义让村子为政府还债之外,也没有跳出讲排场、摆阔气、劳民伤财的圈子。因为早就有乡镇把办公楼建设得“天安门”一般、“大会堂”一样的,有乡镇违法占地、举巨债建办公大楼而欠债不还的,也有以建设办公大楼名义肆意向村摊派、增加群众负担的,凡此种种,无不是为了借搞“形象工程”而名利双收这样一个真实目的。也正是因为上面有个别领导喜欢,所以下面的干部才趋之若鹜地鼓捣,只是苦了无端为此“埋单”的百姓。新农村建设拒绝浮夸奢侈,和谐社会抵制浪费铺张。心不纯、风不正应是镇政府要村设办事处这种荒诞现象根源。根源不除,新农村建设就落不到实处。
