国务院在1998年底颁布了《关于建立城镇职工基本医疗保险制度的决定》,明确了医疗保险制度的基本框架。到2001年底全国绝大部分地区启动了基本医疗保险制度。但是由于医疗保险制度是一项新生事物,各地出台的政策存在很大差别,观念上存在不少分歧,实践中还存在许多问题,本文拟从医疗保险制度改革的根本目标、医疗保险的基本理论以及医疗保险实践经验入手,谈一谈对医疗保险几个基本问题的看法。
