西安市委党校近期对领导干部的法制意识搞了一次问卷调查,调查结果显示,有25%的人认为地方各级政府是地方国家权力机关。这么多的领导干部竟然把政府放在人大之上,着实令人惊讶。不过,这也不仅仅只是常识性的问题,因为在实践中,不少人确实只把人大看成“橡皮图章”——没有权力的机关。我由此而想到另一个相关的问题,即人大代表是否真的就懂得人民代表大会是权力机关?恐怕不是所有的人大代表都懂得,有少数代表,连自己应该代表谁也并不清楚。也许有人会问,“人民代表人民选,
