众所周知,我国65%的人口为农业人口,因此保障农村的社会稳定关系到整个中国社会稳定和发展全局,这就需要建立健全的农村社会养老保障体系。我县农村社会养老保险工作自1992年启动以来,经历了从无到有、从小到大的曲折发展过程。经过十几年来的探索和实践,积累了一定的经办管理工作经验,取得了一定的成绩,也很大程度上,改变了长期以来农民心中根深蒂固的养儿防老,家庭养老的旧观念。但是,这个新的养老模式仍存在一些不完善的地方。我将就这些若干问题并结合我县实际情况作一些简要的阐述。
As we all know, 65% of our population is an agricultural population. Therefore, safeguarding the social stability in rural areas is related to the overall social stability and development in China. This requires establishing a sound social security system in rural areas. Since the start of the rural social pension insurance in 1992, our county has undergone a tortuous development from scratch, from small to large. After more than 10 years of exploration and practice, we accumulated some experience in handling management work and achieved some achievements. To a large extent, we have also changed the long-held old concept of raising children and preventing old age and family support for the elderly. However, there are still some imperfections in this new pension model. I will make some brief explanations on these issues and on the actual conditions in our county.
