在1957年冬到1958年春掀起的水利建設高潮中,我省根据“以蓄为主,小型为主,羣众为主”的方針,利用洼地及河流两旁相对的浅平地,在短时間內修建了平原水庫六千余座畮煨藿ㄒ院?蓄水灌溉,增加了农业生产,并起到了一定蓄洪緩洪作用,水庫經营副业、漁业,同时又增加了农民收入,因此,效益是显著的。但由于缺少经驗,部分地区庫址选择不当或措施沒跟上去,在水庫周边的土壤产生了盐漬化,造成部分地区作物減产。1959年6月至9月我們选择部分平原水庫进行了調查,現根据調查研究的結果,就水庫在蓄水灌溉及蓄洪、缓洪方面的作用,以及周边土壤盐渍化的防治問題,提出一些初步意見。
