The ISO-9000 standard clarifies total quality management as “One organization is quality-centered and based on full participation. The purpose is to achieve customer satisfaction and all members of the organization and society. Benefit to achieve long-term successful management approach." As the main part of the public health service in the service, the work of hygiene and disease prevention is a service provided by the common interests of all citizens and is a concrete embodiment and continuation of the government’s provision of fair and just social welfare functions to the general public. The service is a special kind of commodity. The purpose of the work of health and disease prevention is to make society (to meet the requirements of laws, regulations, and policies), nationals (health protection), and grassroots stations (to increase overall water
