——2015年1月25日在北京市第十四届人民代表大会第三次会议上各位代表:为适应本市大气污染防治的新形势、新要求,市第十四届人民代表大会第二次会议表决通过了《北京市大气污染防治条例》(以下简称《条例》)。《条例》自2014年3月1日实施以来,为本市大气污染防治工作提供了有力的法制保障,提高了全社会的环保意识和守法意识,法规实施开局良好。现将《北京市大气污染防治条例》实施情况的报告提请市第十四届人大第三次会议审议。2014年,在全市经济总量、人口、机动车和能源消耗持续增长以及建筑开复工面积高位运行
