调整和改革高度集权式的中央与地方关系,是我国政治体制改革的重要内容,也是我国地方法制建设科学化的基本前提。本文着重对我国建国后中央与地方关系做一番基本考察,目的在于确立合理的中央与地方的关系,使我国地方法制建设在总结历史经验教训的基础上走向健康发展的道路。
To adjust and reform the highly centralized central and local relations is an important part of the political reform in our country and is also a basic prerequisite for the scientific construction of the local legal system. This article focuses on the basic inspection of the relationship between the central government and the local government after the founding of our country. The purpose of this article is to establish a reasonable relationship between the central government and the local government so that the construction of our local legal system will go on the path of healthy development based on the lessons of historical experience.
