随着社会经济的不断发展,在市场经济条件下的公共财政需要,对国库集中支付制度进行改革。国库集中支付制度是对财政收支的一种规范管理,在很大程度上制止了贪污浪费的现象的发生。同时国库支付制度也是政府宏观调控的一种方式。国库集中支付的改革,是一个新的体验,在实践中没有例子可循,所以还需要一步步的总结经验,发展创新。通过分析国库集中支付的现状,发现问题并研究出相应的解决措施。
With the continuous development of social economy, the need of public finance under the condition of market economy reforms the centralized treasury payment system. Treasury centralized payment system is a standardized management of fiscal revenue and expenditure, to a large extent, stop the phenomenon of corruption and waste. At the same time, the state treasury payment system is also a way of macro-control of the government. The reform of centralized treasury payment is a new experience. There are no examples to follow in practice, so we also need to sum up experiences and develop innovations step by step. By analyzing the status quo of centralized treasury payment, we found the problems and worked out the corresponding solutions.
