国家发改委、国家能源办、国家统计局、国家质检总局、国务院国资委于2006年4月发布了《千家企业节能行动实施方案》,对全国1008家年耗能量18万吨标准煤以上的重点耗能企业(简称“千家企业”)的节能工作做出具体部署,其中一项重点工作是要求“千家企业”进行能源审计,并制订“十一五”节能规划。至今年6月底,“千家企业”基本上都完成了能源审计及制订节能规划的工作。中国化工节能技术协会自2006年11月开始对石油和化工行业的14个“千家企业”进行能源审计工作,通过深入企业生产现场,了解到企业生产过程能源消费情况的大量信息,也发现了很多节能机会。

Since November 2006, China Chemical Energy Conservation Technology Association has conducted energy audits on 14 “Thousand Enterprises” in the oil and chemical industry. Through in-depth enterprise production sites, it has learned a great deal about the energy consumption in the production process of enterprises and also found that A lot of energy saving opportunities.
